Kelvin Neave

Chief Executive Officer

Kelvin is an experienced health and aged care executive with more than 35 years’ leadership experience across hospitals, residential aged care and retirement living. He is recognised for his commitment to quality, safety, good governance and continuous improvement across complex service environments.

Kelvin is deeply committed to advancing innovative models of aged care and seniors’ living, with a particular focus on Dougherty Apartments’ unique integrated community that brings together residential aged care, retirement living and public housing within one connected environment.

He is passionate about sector leadership that strengthens outcomes for older people, particularly those experiencing disadvantage, and about building inclusive communities where dignity, choice and belonging are central to everyday practice.

Kelvin’s leadership has been recognised nationally, including being named Leader of the Year at the 2025 Inside Ageing Future of Ageing Awards. He has also been recognised in other sector award programs for his commitment to innovation and social inclusion.

Graeme has been with Dougherty Apartments since 2019, managing a nine-storey residential community and overseeing the delivery of services that support both independent living and residential aged care residents.

His role is diverse, encompassing compliance with relevant legislation, project management, contractor oversight, and the ongoing maintenance of a building that residents are proud to call home.

Graeme works closely with his team to ensure a safe, well-maintained and welcoming environment, while also supporting key areas such as dining services, environmental operations and day-to-day maintenance. He recognises that this is more than a facility; it is home for residents and this understanding shapes his approach.

He is particularly passionate about minimising risk, finding practical solutions and achieving positive outcomes for the community. What continues to motivate Graeme is the opportunity to contribute with empathy and care within an evolving and meaningful sector.

Andrea oversees the organisation’s financial operations within the highly regulated aged care sector. Her role includes not only day-to-day financial management but also navigating complex government reporting requirements and adapting to an ever-evolving regulatory environment.

It is a forward-looking role that requires careful planning, adaptability and a clear focus on purpose. In an environment where there is rarely a fixed path, she remains grounded in what matters most — the people who call Dougherty Apartments home.

With over 13 years’ experience in aged care, Andrea joined Dougherty Apartments in 2022, drawn by the organisation’s values and strong sense of community. While accounting can often be seen as purely technical, it is the residents, families, and staff that bring meaning and heart to her work and continue to inspire her commitment every day.

Mick joined Dougherty Apartments in December 2025, drawn to its strong reputation, community focus and values that closely align with his own.

As Residential Manager, he leads the daily operations to ensure residents receive safe, high-quality, person-centred care. He supports staff, maintains compliance with regulatory standards and fosters a respectful and positive environment for residents, families, and the team.

His goal is to create a home where residents feel valued and supported, staff feel confident and empowered, and families trust that their loved ones are receiving the highest standard of care. He is focused on continuous improvement, strong leadership, and building a culture grounded in compassion and accountability.

What he values most about working in aged care is the opportunity to make a meaningful difference each day. He is passionate about building genuine connections, supporting residents with dignity, and creating a safe and inclusive environment.
