Our history
Dougherty Apartments was the vision of a former Mayor of Willoughby, Mr. Bob Dougherty.
Together with his wife, Win, he worked tirelessly to support older people in the local Chatswood area.
His vision was to create a community in Chatswood where older people, including those who are socially and financially disadvantaged, are supported to live with dignity, independence and belonging.
A unique partnership
Officially opened on 5 August 1989 by NSW Premier Nick Greiner, the project was developed through a unique partnership between Willoughby City Council, the NSW Department of Housing (now Homes NSW), and Uniting (formerly the Uniting Church in Australia).
- Willoughby City Council initiated the concept, donated the land, and continues to support adjacent community facilities.
- NSW Department of Housing funded and delivered the construction of the building in 1989, ensuring ongoing provision of public housing.
- Uniting contributed extensive experience in aged care and community services (stepping down as a member in 2017).
The Commonwealth Government also contributes funding toward the residential aged care component.
Structure and governance
Dougherty Apartments Retirement Housing Project Ltd is a not-for-profit company limited by guarantee.

Today, the Board of Directors includes equal representation from Willoughby City Council and Homes NSW, together with a majority of independent Directors.
